Code of Conduct


At all Susquehanna River Running Festival (SRRF) events, participants should conduct themselves in a courteous manner, respect all fellow participants, volunteers, event staff, spectators, and members of the community, and follow the Rules of Competition. Proper race etiquette is expected at all times, including maintaining awareness of your surroundings and of the announcements and instructions from event officials.

Unsportsmanlike Conduct: Runners may not engage in any verbal or actual misconduct that is abusive, harassing, insulting, or offensive, even if it does not fall within the prohibitions that are outlined in SRRF’s Rules of Competition. Runners should be respectfully quiet during the pre-race announcements and during the playing of the national anthem.

Start: Please give yourself enough time to pick up your race number and enter your corral. Enter only the corral you are assigned to or a slower one. Line up according to the pace you expect to run.

Headphones: The use of headphones is strongly discouraged. If you choose to wear headphones, please ensure that you can hear all announcements and remain aware of your surroundings, including other participants.

Mobile Devices: The use of mobile devices while participating in the event for anything other than to track your run, or for use after the event, is strongly discouraged.

Groups: Do not run in groups of three or more abreast; wide groups become barriers to other runners.

Passing: Communicate when passing a runner and allow others to pass. If someone running behind you says, “On your left,” move to your right to let the runner pass. If someone says, “On your right,” move to your left.

Stopping: Do not stop abruptly. If you stop to drink at an aid station, take water from the furthest point on the table or line to avoid congestion and continue to walk forward. If you need to tie your shoelaces, move to the side of the course.

Spitting: Take care when you spit and blow your nose to avoid hitting other participants.

Helping: If you encounter a runner in distress, offer assistance and/or report the situation to the nearest aid station or event official.

Portable Toilets: Please be considerate in portable toilet lines. Do not cut in line or into another line. Respect that others will use the toilet after you. Urinating or defecating in the corrals, at the post-finish walk-off, or in park woods is not only discourteous, but also a violation of SRRF’s Rules of Competition, and you risk disqualification by engaging in such conduct.

Race Attire: We strongly discourage male participants from racing without shirts, and/or from removing their shirts during the race.
Trash: Please deposit all trash in the provided receptacles, including at aid stations. When discarding cups at aid stations, use caution to avoid hitting other participants.

Lost and Found Items: If you find an item during or after the event, please turn it into the SRRF staff tent or to any SRRF event official. SRRF will make best efforts to make these items available for pick up by the next day at a location in Harford County. Items may be held for 30 days and will be discarded if not claimed by their owner.

Rules of Competition


All Races

The SRRF is organized and directed under USA Track & Field (USATF) rules and regulations. Entrants must also comply with all applicable city, state, and federal laws.

EVENT OFFICIALS: All participants must follow the instructions of event officials, which includes SRRF staff and/or volunteers. Participants must retire at once from the race if ordered to do so by event officials, medical staff, or any governmental authority, including firefighters and police officers. 

SPORTSMANSHIP: Any participant who conducts him- or herself in an unsportsmanlike manner or who exhibits offensive behavior or language to event officials, SRRF staff, and/or volunteers may be disqualified. Unsportsmanlike conduct includes, without limitation, the provision of false or misleading information on an event application. All participants must provide accurate information, including age, gender, and emergency contact information, when completing the event application. 

RACE NUMBER/BIB: Your official participant bib, which displays your race number, must be fully visible at all times and worn on the front of your torso on your outermost garment. Only runners with the proper bib will be permitted on the bridge. Police will be stationed on each side of the bridge!

The timing device is attached to the back of your bib. To ensure an accurate time, do not fold or wrinkle the bib or cover it with a jacket, runner belt, water bottle, or any other item. Participants who run the race without their bib properly attached and displayed may not have their finish time and split times recorded, may not be listed in the results, and/or may not receive credit for finishing the race. If your bib is lost on the course, please report it to an event official immediately after the race. Race credit may be provided after verification that your time was recorded at the start and that you completed the race.

Race numbers and official participant bibs are assigned by SRRF to each specific participant and may not be transferred, reproduced, replicated, or modified under any circumstance. Unless done so through the official transfer process (via RunSignUp), you may not: 1) give or sell your number or tag to another person; 2) receive or purchase a number or tag from another person; 3) modify, make copies or other reproductions/replications of your number or bib for any purpose (or allow another to do so); and/or 4) participate with an unofficial race number or bib (i.e., a number or bib that was not assigned to you by SRRF). Attempting to do any of the foregoing is also prohibited and any person found violating these rules will be subject to penalties, including but not limited to disqualification and suspension from subsequent SRRF events.

RACE START: The race will be started by an air horn unless otherwise noted. All participants must be behind the starting line at the start of the race and must follow the instructions of the race starter. If a race features a staggered start, corrals will be released at regular intervals, with corral A starting at the first start horn, followed by an additional start horn for each subsequent start.

OFFICIAL TIMES: Your official (net) finish time is recorded by the timing system from when you cross the starting line to when you cross the finish line. Some awards are determined by gun time (the time from the starting horn until the runner crosses the finish line). Start timing mats will be removed after the last corral starts the race, unless the size of the field warrants keeping the start open longer. After the start has closed, net times will not be recorded and times will be calculated from the time of the start horn. If a runner starts after the timing mats have been removed, no start time will be added.

The order of finish, overall winners, masters overall winners, and age-group award winner finisher awards, are determined by gun time or net time as indicated on each race page: Half Marathon Awards, Half Marathon Relay Awards, 10-Kilometer Awards, 5-Kilometer Awards.

COURSE MARKING: SRRF events are conducted on USATF-certified courses. Participants must stay within course boundaries at all times. The course is typically marked by barriers, traffic cones, delineation, and/or other markings. Participants must recognize and understand event signage and symbols relating to the course, directions, and facilities, and must follow the instructions of course marshals and event officials. Failure to do so may result in disqualification.

COURSE COMPLETION: If you have not completed the entire course, you will be disqualified. Participants with missing or irregular split times at official timing checkpoints will be reviewed and may be disqualified. If you must leave the course, rejoin it only at the point at which you exited. No participant, after leaving the course, will be allowed to rejoin the race either for the purpose of gaining a place or to pace or assist another competitor.

ASSISTANCE: Unofficial pacers or other unregistered participants are not permitted on the course, nor are they permitted to provide assistance. A participant who receives assistance during an event from anyone other than official medical personnel may be disqualified.

TIME LIMIT: In the interest of safety, and to allow streets and park drives to reopen as scheduled, race courses will remain open to all participants, per the posted course closing time on the individual race page. Participants who are not able to complete the course prior to closing time should be aware that fluid stations and other race amenities may not be available. Participants may be asked to move to the sidewalks or board the sweep bus, per instructions of event officials. Participants on the sweep bus may not cross the finish line.

PERMITTED ITEMS ON-COURSE: The following items are specifically permitted: fanny packs, hydration belts, cups or bike bottles, and one-gallon (or smaller) clear bags.

PROHIBITED ITEMS ON-COURSE: The following are prohibited on the course: backpacks of any type (EXCEPT those solely for hydration), runners going backwards, jump ropes, animals, selfie sticks, glass containers, weapons of any kind, explosives, facemasks, drones, animals/pets (except service animals to aid a person with a disability), and flags/signs larger than 11″x17″. No wheeled vehicles are allowed other than official race vehicles. No exceptions! This includes: bicycles, baby strollers, baby joggers, roller skates, in-line skates, and skateboards. The Race Director reserves the right to disallow additional items at any time.

ELECTRONIC DEVICES & HEADSETS: We expect all participants to use good judgment and take responsibility for their actions should they wear an electronic device with a headset during the race. We do ask that all participants be able to hear last minute instructions both at the start and finish lines, and that the ear buds be removed at these locations.

ADDITIONAL GUIDELINES & INFORMATION: In some areas, only the side of the road runners are on will be closed to vehicular traffic. Police and volunteers will be stationed at major intersections and crossroads, but not at minor roads or private driveways. As such, it is imperative that you stay within the cones marking the course and stay alert. Any deviations from the marked race course can result in a disqualification. It is our intent to provide the safest possible race course. Those who participate in violation of these rules will be disqualified and removed from the course. Foot runners and authorized vehicles have the right-of-way at all times, but runners should be cautious at intersections, side streets, and divided roads as impatient drivers may not read these rules. Any assistance received from anyone other than an official race volunteer or other course official may result in a disqualification. Safety and security is a primary concern for this event. All bags are subject to search at any time.

BRIDGE RESTRICTIONS: All races. No cups from the aid stations will be permitted on the bridge. Water stops are placed far enough off the bridge approach for a runner to take fluid and toss the cup before going on the bridge approach.

VIOLATION OF RULES OF COMPETITION: All violations of the Rules of Competition will be referred to the SRRF Rules Committee, who will review the infraction and determine a resolution taking into consideration all relevant facts and circumstances.

The participant will receive written notice of the determination from the SRRF Rules Committee. Any information demonstrating why the SRRF Rules Committee should make a different determination must be submitted within seven days of the date of the initial written notice.

PENALTIES: The following penalties are intended to serve as guidelines only. The Rules Committee reserves the right to consider all facts and circumstances, including repeat offenses, and apply penalties as appropriate in its sole discretion. 

Failure to cross all official timing checkpoints/course cutting: May result in disqualification from official results, suspension from subsequent SRRF events for up to one year, or suspension from the following year’s event.

Transfer of race number or bib: Any person found to have reproduced, replicated, modified, transferred, bought or sold a race number or bib (or attempted any of the foregoing actions) for an SRRF event, permits any other individual to wear the race number or bib assigned to them, or wears a race number or bib not assigned to them by SRRF, will be disqualified and suspended from subsequent SRRF events for up to one year or suspended from the following year’s event.

Unauthorized Assistance: Any registered participant who receives unauthorized assistance may be disqualified. This includes any registered participant who permits an unregistered runner to run with them for any part of the event.

Unsportsmanlike Conduct: Any person who conducts themselves in an unsportsmanlike manner before, during or after a SRRF event, including at the SRRF Expo or packet pick-ups, may be disqualified or prohibited from participating in future SRRF events.

Instructions of Event Official: Any registered participant who refuses to follow the instructions of an event official may be disqualified.

Public Urination/Defecation: Any registered participant who urinates and/or defecates in public will be disqualified.

Other Violations: In addition to the violations highlighted above, the Rules Committee may assess penalties for any other violations not specified in these Rules of Competition based on all relevant facts and circumstances.

Individuals disqualified from a race will be removed from the race results and may be barred from future SRRF events. SRRF reserves the right to reject any entry and to disqualify and bar any individual from any SRRF event. This rejection/disqualification may be based on, but is not limited to, the violation of the aforementioned rules.

Waiver, Release, & Authorization


While we all hate legal language, it is necessary that you understand and agree to certain terms and conditions. The Albert Cesky Scholarship Fund, Inc. (ACSF) is the Event Organizer of the Susquehanna River Running Festival (SRRF). We are a 501(c)(3), all volunteer charitable organization. Please keep that in mind as you register for this race.

The timorous may stay at home.

Participant Waiver, Release, & Authorization

Applicable to All Participants in SRRF Events & Activities

In consideration of the opportunity provided by The Albert Cesky Scholarship Fund, Inc (“ACSF”), also known as the Susquehanna River Running Festival (SRRF), to participate in its events, I hereby voluntarily state, represent and agree as follows:

I am voluntarily entering or agreeing to participate in ACSF's races, classes, expo, or other event(s), as well as activities related thereto (collectively, the "Events"). I agree not to enter or participate in any of the Events unless I am healthy, medically able and properly trained and agree that it is my responsibility to consult with a physician prior to my participating in the Events to determine if I am medically able to participate in the Events. I agree to abide by any decision of an Event official relative to my ability to safely complete any Event.

I recognize that participation in the Events is a potentially hazardous activity and I willingly assume all risks associated with such participation, including, but not limited to, falls; contact with other participants, spectators, or others, or vehicular or other traffic; the effects of the weather, including heat and/or humidity, wind, cold, and wet or slippery surfaces; physical injury from the act of running itself; falling tree branches or other overhead objects; traffic; and the crowded nature and other conditions of the course, all such risks being known and appreciated by me.

LIABILITY WAIVER AND RELEASE: Having read this Waiver/Release and knowing these facts, and in consideration of your acceptance of my application for the Event(s), I, for myself and anyone entitled to act on my behalf, do hereby waive, release, discharge, hold harmless, and covenant not to sue (a) The Albert Cesky Scholarship Fund, Inc. and its members; Charm City Run Events, LLC; U.S.A. Track & Field and its constituent associations; governmental entities (including the City of Havre de Grace, the Town of Perryville, the Maryland Transportation Authority, the U.S. Department of Veterans Affairs, Harford County, Cecil County, the State of Maryland) and their agencies, departments and officials; (b) all sponsors and officials of the Event(s); (c) the employees, and volunteers, including medical volunteers; and (d) all owners and lessors of premises on or in which any Event takes place, and other representatives, agents, and successors of each of the foregoing (the "Releasees"), from any and all present and future claims and liabilities of any kind, known or unknown, arising out of my participation in the Events, even though such claim or liability may arise out of negligence or fault on the part of any of the Releasees.

I further acknowledge that the Releasees reserve the right to change the details (such as the date, start time, course, and distance) of, and amenities offered at, the Events at any time for any reason, and I hereby waive and release any claims that I may have as a result of any such change.

MEDICAL AUTHORIZATION: I grant the Releasees and their designees, including ACSF's Medical Director, permission to administer or arrange for any medical assistance that they deem necessary or appropriate as a result of my participation in the Events, including without limitation, arranging transportation to a hospital or other medical facility. I also grant the Releasees access to my medical records and physicians, as well as other information, relating to medical care that may be administered to me at any such medical facility as a result of my participation in the Events.

GEOLOCATION TRACKING AUTHORIZATION AND WAIVER: I understand and acknowledge that ACSF will use a radio-frequency identification ("RFID") tag in my race bib to track my geolocation during any Events in which I participate, and that such information will allow anyone, including the general public, to use the SRRF website and/or applications to determine my geographic location during the Events and to connect it to my name, gender, age, distance run, net time, pace per mile, overall place, gender place, age place, age- graded time, age-graded performance percentage and/or, if applicable, race-day photos (each individual and collectively "Race Results"). I voluntarily agree to have my geolocation information tracked and published. 

If during the Events I do not want ACSF to publish my geolocation information I understand that I may opt-out by sending an email to events@charmcityrun.com and sean@srrf.org no later than five (5) business days before the Events. I acknowledge and agree that my official Race Results will still be published after the Events on SRRF's website and/or applications.

PUBLICITY RELEASE: I grant permission to ACSF to use, publish or license or authorize others to use, publish or license any photographs, motion pictures, video or sound recordings, and/or any other record of my participation in the Events, including, but not limited to portrait, picture, likeness, image and/or personal information, such as name, age, gender, domicile, race results, club affiliation, for any purpose without remuneration.

GUARDIAN’S PERMISSION AND RELEASE FOR MINOR: If I am or will be applying for my child to participate in, or be an unpaid volunteer at, any Events, I represent and warrant that I am the parent or legal guardian of the child and, as such, consent to my child’s participation in the Events and I agree that the terms of the foregoing Waiver, Releases, and Authorizations apply equally to my child and me and any claims I or my child may have in connection with the Events. I also waive any derivative claims that relate to or arise out of my child’s participation in the Events.

ARBITRATION: I do hereby agree that any current or future controversy or claim between me and any of the Releasees (including their former, current, or future related affiliated entities) and/or between me and any of the Releasees' former, current, or future partners or employees (in their institutional or personal capacities) (each a "Covered Person") arising out of or relating to my participation in Events must be resolved by confidential, final and binding arbitration administered by JAMS, The Resolution Experts ("JAMS"), and conducted in accordance with the then-current JAMS Arbitration Rules & Procedures (the "Rules") by a private and impartial arbitrator to be jointly selected by me and the Releasees from a list of neutral arbitrators provided by JAMS. I further agree that the arbitrator shall have the power to award any remedies, including attorneys' fees and costs, available under applicable law, except punitive or exemplary damages. I acknowledge that judgment upon the award rendered by the arbitrator may be entered in any court having jurisdiction, and that the award may be vacated or modified only on the grounds specified in the Federal Arbitration Act or other applicable law. I understand that any arbitration conducted pursuant to this agreement shall take place in Harford County, Maryland, unless an alternative location is chosen by mutual written agreement of the Parties.

In agreeing to submit all disputes for resolution by arbitration, I acknowledge that such agreement is given in exchange for rights or benefits to which I am not otherwise entitled and the more expeditious and confidential resolution of any such disputes.

CLASS/COLLECTIVE WAIVER: I hereby agree that all claims must be pursued on an individual basis only. By signing this agreement, I hereby waive my right to commence, or be a party to, any class or collective claims or to bring jointly any claim against the Releasees with any other person.

ACKNOWLEDGMENT OF UNDERSTANDING: I HAVE READ THIS WAIVER/RELEASE, AND I FULLY UNDERSTAND ITS TERMS AND CONDITIONS AND UNDERSTAND THAT I AM GIVING UP SUBSTANTIAL RIGHTS, INCLUDING MY RIGHT TO BRING ACTIONS AGAINST THE RELEASEES. I ACKNOWLEDGE THAT I AM SIGNING THE WAIVER/RELEASE FREELY AND VOLUNTARILY, AND THAT I INTEND BY MY SIGNATURE TO COMPLETELY AND UNCONDITIONALLY RELEASE THE RELEASEES TO THE FULLEST EXTENT ALLOWED BY LAW.

I EXPRESSLY AGREE THAT THIS WAIVER/RELEASE IS INTENDED TO BE AS BROAD AND INCLUSIVE AS PERMITTED BY THE LAWS OF THE STATE OF MARYLAND AND THAT THIS WAIVER SHALL BE GOVERNED BY AND INTERPRETED BY THE LAWS OF THE STATE OF MARYLAND. I AGREE THAT IN THE EVENT THAT ANY CLAUSE OR PROVISION OF THIS WAIVER/RELEASE SHALL BE HELD TO BE INVALID, THE INVALIDITY OF SUCH CLAUSE OR PROVISION SHALL NOT OTHERWISE AFFECT THE REMAINING PROVISIONS OF THIS WAIVER/RELEASE, WHICH SHALL CONTINUE TO REMAIN IN FULL FORCE AND EFFECT. 

Volunteer Waiver, Release, & Authorization

Applicable to All Volunteers in SRRF Events & Activities

In consideration of the opportunity provided by The Albert Cesky Scholarship Fund, Inc (“ACSF”), also known as the Susquehanna River Running Festival (SRRF), to volunteer in its events, I hereby voluntarily state, represent and agree as follows:

I am voluntarily entering or agreeing to be an unpaid volunteer at one or more ACSF races, classes, or other event(s), as well as activities related thereto (collectively, the "Events"). I agree not to enter or volunteer at any of the Events unless I am medically able and properly trained. I agree to abide by any decision of an Event official relative to my ability to safely complete any Event.
I recognize that participation in the Events is a potentially hazardous activity and I willingly assume all risks associated with such participation, including, but not limited to, falls; contact with other participants, spectators, or others, or vehicular or other traffic; the effects of the weather, including heat and/or humidity, wind, cold, and wet or slippery surfaces; falling tree branches or other overhead objects; traffic; and the crowded nature and other conditions of the course, all such risks being known and appreciated by me.

LIABILITY WAIVER AND RELEASE: Having read this Volunteer Waiver/Release and knowing these facts, and in consideration of your acceptance of my application for the Event(s), being permitted to volunteer and being provided with an item of clothing that I will wear while volunteering but be allowed to retain after conclusion of my volunteer services, I, for myself and anyone entitled to act on my behalf, do hereby waive, release, discharge, hold harmless, and covenant not to sue (a) The Albert Cesky Scholarship Fund, Inc. and its members; Charm City Run Events, LLC; U.S.A. Track & Field and its constituent associations; governmental entities (including the City of Havre de Grace, the Town of Perryville, the Maryland Transportation Authority, the U.S. Department of Veterans Affairs, Harford County, Cecil County, the State of Maryland) and their agencies, departments and officials; (b) all sponsors and officials of the Event(s); (c) the employees, and volunteers, including medical volunteers; and (d) all owners and lessors of premises on or in which any Event takes place, and other representatives, agents, and successors of each of the foregoing (the “Releasees”), from present and future claims and liabilities of any kind, known or unknown, arising out of my participation in the Events, even though such claim or liability may arise out of negligence or fault on the part of any of the Releasees. I hereby acknowledge that I am volunteering my services for the Event or Events, that I am not an employee of any of the Releasees, and that I am waiving my right to receive the minimum wage pursuant to federal law and Maryland law.

I further acknowledge that ACSF reserves the right to change the details (such as the date, start time, course, and distance) of, and amenities offered at, the Events at any time for any reason, and I hereby waive and release any claims that I may have as a result of any such change.

MEDICAL AUTHORIZATION: I grant the Releasees and their designees, including ACSF's Medical Director, permission to administer or arrange for any medical assistance that they deem necessary or appropriate as a result of my participation in the Events, including without limitation, arranging transportation to a hospital of other medical facility. I also grant the Releasees access to my medical records and physicians, as well as other information, relating to medical care that may be administered to me at any such medical facility as a result of my participation in the Events.

PUBLICITY RELEASE: I grant permission to the Releasees to use or authorize others to use any photographs, motion pictures, video or sound recordings, and/or any other record of my participation in the Events, including my name, portrait, picture, likeness, image, and/or biographical information for any purpose without remuneration.

GUARDIAN’S PERMISSION AND RELEASE FOR MINOR: If I am or will be applying for my child to participate in, or be an unpaid volunteer at, any Events, I represent and warrant that I am the parent or legal guardian of the child and, as such, consent to my child’s participation in the Events and I agree that the terms of the foregoing Waiver, Releases, and Authorizations apply equally to my child and me and any claims I or my child may have in connection with the Events. I also waive any derivative claims that relate to or arise out of my child’s participation in the Events.

ARBITRATION: I do hereby agree that any current or future controversy or claim between me and any of the Releasees (including their former, current, or future related affiliated entities) and/or between me and any of the Releasees’ former, current, or future partners or employees (in their institutional or personal capacities) (each a “Covered Person”) arising out of or relating to my volunteering activities with the Releasees must be submitted to confidential, final, and binding resolution by a private and impartial arbitrator to be jointly selected by me and the Releasees from a list of neutral arbitrators provided by JAMS, The Resolution Experts (“JAMS”), and that the arbitration will be conducted in accordance with the then-current JAMS Employment Arbitration Rules & Procedures (the “Rules”). I further agree that the arbitrator shall have the power to award any remedies, including attorneys’ fees and costs, available under applicable law. I acknowledge that judgment upon the award rendered by the arbitrator may be entered in any court having jurisdiction, and that the award may be vacated or modified only on the grounds specified in the Federal Arbitration Act or other applicable law. I understand that any arbitration conducted pursuant to this agreement shall take place in Harford County, Maryland, unless an alternative location is chosen by mutual written agreement of the Parties.

In agreeing to submit all disputes for resolution by arbitration, I acknowledge that such agreement is given in exchange for rights or benefits to which I am not otherwise entitled – namely, being permitted to volunteer at the Event or Events, being provided with an item of clothing that I will wear while volunteering but be allowed to retain after conclusion of my volunteer services and the more expeditious and confidential resolution of any such disputes.

CLASS/COLLECTIVE WAIVER: I hereby agree that all claims must be pursued on an individual basis only. By signing this agreement, I hereby waive my right to commence, or be a party to, any class or collective claims or to bring jointly any claim against the Releasees with any other person.

I ACKNOWLEDGE THAT I AM SIGNING THE WAIVER/RELEASE FREELY AND VOLUNTARILY, AND THAT I INTEND BY MY SIGNATURE TO COMPLETELY AND UNCONDITIONALLY RELEASE THE RELEASEES TO THE FULLEST EXTENT ALLOWED BY LAW.

I EXPRESSLY AGREE THAT THIS WAIVER/RELEASE IS INTENDED TO BE AS BROAD AND INCLUSIVE AS PERMITTED BY THE LAWS OF THE STATE OF MARYLAND AND THAT THIS WAIVER SHALL BE GOVERNED BY AND INTERPRETED BY THE LAWS OF THE STATE OF MARYLAND. I AGREE THAT IN THE EVENT THAT ANY CLAUSE OR PROVISION OF THIS WAIVER/RELEASE SHALL BE HELD TO BE INVALID, THE INVALIDITY OF SUCH CLAUSE OR PROVISION SHALL NOT OTHERWISE AFFECT THE REMAINING PROVISIONS OF THIS WAIVER/RELEASE, WHICH SHALL CONTINUE TO REMAIN IN FULL FORCE AND EFFECT.
